The purpose of the Congressman Charles Wilson Contracting Opportunities Award for Prime Contractors is to recognize the prime contractors that developed the small businesses of the Deep East Texas area through the awarding of subcontracting awards. This includes the counties of the Deep East Texas Council of Governments (Angelina, Houston, Jasper, Nacogdoches, Newton, Polk, Sabine, San Augustine, San Jacinto, Shelby, Trinity, and Tyler) and The Alabama-Coushatta Tribe of Texas.
The award will be based on the total dollar amount of subcontracts awarded to small businesses listed in the Central Contractor Registration (CCR), that has its physical address (as listed in the CCR) in one of the following counties: Angelina, Houston, Jasper, Nacogdoches, Newton, Polk, Sabine, San Augustine, San Jacinto, Shelby, Trinity, or Tyler. In case of a tie, then the total number of awards will be the determining factor.
The period to be covered for the awards will be from 1 January 2010 through 31 December 2010, based on the actual date the award was made. An award can include credit card purchases, purchase orders, and contracts. The Prime Contractor must provide the following information:

The information must be provided to ACPAC NLT 1 April 2011 to allow award verification.
The winning Prime Contractor will be recognized during the annual Deep East Texas Contracting Opportunities Conference. A plaque will be given to the winner, as well as the company name going on the base award maintained by the Angelina College Procurement Assistance Center.
